I enclose a copy of the Governor of Hong Kong's Staff despatch No. 101 of 19th August 1947 together with the diagram which came with it. (I have no copy of the diagram and should be grateful if you would return it when done with).

There is no objection here to the proposed re-organization of the Harbour Department, the only suggestion which has been made being that the title of the Head of the Department might more suitably be "Director of Marine" than "Port Director".

The despatch was received too late for any action to be taken on it before the Salaries Commission made its report. In fact however the Commission bases its

recommendations for the Harbour Department on the assumption that the re-organisation there envisaged is acceptable (see paragraphs 124 to 129 of the Report).

Do you see any objection to our informing the Governor that we approve the proposed re-organisation and that, subject to any comments he may have, we think that, for the purpose of implementing decisions
